On February 15, 2025, Robert F. Kennedy Jr. was confirmed to be President Trump’s secretary of the Department of Health and Human Services (“HHS”). HHS, among other things, oversees disease prevention through the Centers for Disease Control and Prevention (CDC); oversees the safety of food, drugs, medical devices, and vaccines through the Food and Drug Administration (FDA); provides health education; provides health insurance through Medicare and Medicaid; and conducts research through the National Institute of Health (NIH). Therefore, the secretary of HHS has a major impact on our nation’s health. Public health advocates and medical professionals were concerned about the future of HHS under Robert F. Kennedy Jr. due to his long history of anti-vaccine activism. Robert F. Kennedy Jr. has a direct impact on vaccine research, data, access, policies, and public views. As public trust in health agencies and vaccines has been on the decline, an anti-vaccine activist is likely to continue to erode public trust in both vaccines and health agencies.
Public trust in vaccines has been on the decline. “The public perception of the importance of vaccines for children declined during the COVID-19 pandemic.” This hesitancy is growing due to factors that include uncertainty about the response to the pandemic, growing access to misleading information, declining trust in experts, and political polarization. Routine vaccination rates for children have continued to decline as exemptions from school vaccination requirements have increased. “As President Trump begins his second term, the public’s trust in health information from key health agencies has fallen over the past 18 months, continuing a decline that began during the COVID-19 pandemic.”
Eroding public trust is incredibly dangerous as the next wave of deaths could be of more children with preventable diseases. “The MMR vaccination rate has fallen below the level needed to prevent community transmission of measles, a highly contagious and life-threatening virus.” Measles was officially eliminated from the United States in 2000. However, there have been several outbreaks over recent years.

As of this writing, there is a current outbreak in Texas with numbers continuing to grow. Research has shown that measles survivors are more vulnerable to other diseases and at risk for complications because measles destroys immune cells. The continued impact of this outbreak is still to be seen as outbreaks in one community can bleed over to another spreading like wildfire. Robert F. Kennedy Jr. has denied measles as a public health problem, even “writing that outbreaks were ‘fabricated’ to send health officials into a panic and fatten the profits of vaccine makers.” Robert F. Kennedy Jr.’s position on vaccines is cause for concern with the rise of outbreaks and the rise of unvaccinated children as he has stated that it is “not unusual.” However, for those children who have measles and must suffer or even lose their lives from a preventable disease, it is unusual for them as well as their parents.
Since Robert F. Kennedy Jr. has been the HHS secretary, there have been various concerning actions regarding vaccines. First, he canceled an FDA vaccine advisory committee set to evaluate the composition of next season’s flu vaccine. Additionally, US health officials are reevaluating a contract awarded to Moderna for a bird flu vaccine. The vaccine schedule for children is developed by the CDC‘s Advisory Committee on Immunization Practices (ACIP) but the committee’s meeting has been postponed. These actions are likely to cause a delay in vaccines available to the public and may be a signal that the future of vaccines is at risk for more than just delays.
As head of HHS, Robert F. Kennedy Jr. has the authority to determine what advisors sit on committees and panels meaning there is a risk that less qualified or anti-vaccine individuals will be able to weigh in on HHS decisions. He could not only change the roster of the advisors but also set the science agenda, reject the advisor’s recommendations, or disband the committee altogether. Each of these options poses significant risks for the public’s health and the future of these agencies. As it is just the beginning of this administration’s term, it is important to stay on high alert and continue monitoring these issues in order to take action to protect our nation’s health.
